A toilet obstruction may not always come loose with a toilet plunger. Many times an object accidently falls or is dropped into the toilet and causes a toilet obstruction. Some of these obstructive objects can be a comb, toy or toothbrush etc. If you try to plunge the toilet obstruction it might push it deeper into the drain. Instead you can try to suck out the toilet obstruction with a wet/ dry vacuum.
